Design-Builder’s Guide to Design Management: A Playbook for the Federal Sector
In 2023, the Charles Pankow Foundation released the "Design-Builder's Guide to Design Management"--an updated guidebook to assist design-builders with the design management process. SMEs comprised of owners, designers, contractors, and specialty trades, worked alongside an academic team with faculty from the University of Florida, Iowa State University, and the University of New Mexico. The result was the main guidebook and a series of specialty playbooks, including "The Design-Builder's Guide to Design Management: A Playbook for the Federal Sector." This presentation will explain the process of developing these resources and provide an overview of how design management can be implemented in design-build processes in the federal sector. Following the presentation, we will lead a panel discussion with a select group of SMEs involved in the delivery of federal projects to explain their experience with the playbook and its relevance to their work.

George Washington Memorial Parkway – North Section Rehabilitation:Finding a Balance with Design-Build
A Different Kind of Design-Build Project: The Project Team will discuss the unique design and construction challenges behind the delivery of the Design Build project to rehabilitate the north section of the George Washington Memorial Parkway. Creative design solutions, innovative approaches and strong partnering among all team members were needed to rehabilitate this critical transportation facility that is both a major commuter route as well as an important historic resource. The project team's technical approach is centered around the idea of delivering a balance between providing innovative engineering solutions while limiting disturbance to the historic landscape and resources. This rehabilitation project, on a facility of historic and engineering significance, is being executed to provide a long-term solution that improves the visitor and user experience.

NIH Center for Alzheimer’s Research and Speed to Open
The National Institute of Health (NIH) had an imminent need to support the National Institute of Aging (NIA) and its Alzheimer's Disease and Related Dementias (ADRD) research. This approximate $34M project was built to NIH Design Requirement Manual (DRM) guidelines. The speed to open was driven by research need but there was no space available on the Bethesda, MD campus to accommodate. Due to the urgent need for Alzheimer's and related dementias research, the design-build team executed and delivered on a prescribed modular design. Deciding to construct this innovative, state-of-the-art facility with pre-manufactured modular units allowed the project to be designed and delivered on-time and on-budget, in under two years. Individual modular units were manufactured in a factory in Leesburg, Florida and shipped to Bethesda for on-site installation. Once assembled, final interior finishes, exterior cladding, and MEP systems were installed on site. The completed, award winning facility is made up of 65 modular units and includes 12,000 SF of laboratory space and 9,000 SF of supporting office space. NIH (Owner), ZGF (Architect) and CFR (MEP Engineer) have committed to being part of the presentation and communicating the facility design and delivery. NIH presenter included, ZGF/CFR to follow.

General Session: The Making of an Award-Winning Project
Go behind the scenes of a Federal DBIA award winning project, the San Antonio U.S. Courthouse. Successfully using design-build and Design-Build Done Right© Best Practices, the team replaced the courthouse dating to the 1960s, with one that now houses eight courtrooms and 13 judicial chambers. with top-tier technology, up-to-date security, a welcoming public presence with judicial, administrative, and training spaces consolidated. The 245,000 sq ft building is located on 6.3 acres adjacent to the historic San Pedro Creek. Making the Design-Build Decision: The Owners Readiness Assessment
The Building Owners Assessment Tool (BOAT) is a tool developed by the University of Washington under a grant from the Charles Pankow Foundation. With the goal of helping Owners understand their organizational decision-making structure and culture and its ramifications on performance when choosing a project delivery strategy, BOAT allows owners make intelligent, informed decisions on the delivery strategy, both in selecting a delivery method and working with the team during the project. The tool helps Owners understand the challenges and alignments between their decision-making profile and different types of project delivery methods. Using BOAT, building owners can reflect on their decision-making structures, cultures, and project management strategies and work with their project teams to mitigate roadblocks and pain points during project delivery. Discussion of BOAT fosters productive collaborative conversations identifying organizational challenges, setting expectations around the work, designing specific processes to address the challenges.

Positioning the Department of Veterans Affairs as a Design-Build Owner of Choice
The Department of Veteran's Affairs (VA) is actively embracing Design-Build methodologies for its expansive capital portfolio, a departure from its traditional Design-Bid-Build approach. Despite inherent challenges, the VA Office of Facilities and Construction Management (CFM) has committed substantial resources to instigate organization-wide changes supporting Design-Build implementation. This session outlines the VA's strategy in becoming a Design-Build Owner of choice, detailing the establishment of the Enterprise Procurement in Innovation Program Management Office (EPIC PMO) to oversee policy, standards, and training, fostering an environment conducive to enhanced construction project delivery. The presentation delves into the VA's adoption of DBIA Federal Sector Best Practices, utilizing them for a comprehensive organizational analysis and providing insights into ongoing improvement initiatives. Attendees will gain insights into the current status of these initiatives, encouraging a dialogue to gather feedback for continuous enhancement.
